Scope RIFE-Varispeed

Adaptive frame interpolation for Daydream Scope using RIFE's batched subdivision.

Variant of RIFE-Buffered optimised for variable-rate output. Caps at 8x on MPS (3 batched model calls) for consistent performance on Apple Silicon.
